Heritage Victoria granted a permit to dismantle the wind turbine

10 June 2025

Heritage Victoria has granted a permit that will see Barwon Water record and safely dismantle the Black Rock demonstration wind turbine; undertake conservation works; and appropriately interpret the history of the site and identified cultural heritage significance.

Based on structural engineering advice and the risk posed to public safety, we submitted a heritage permit application to proceed with dismantling works. The works are expected to begin in the coming weeks.

As part of the permit conditions, we’ll submit a Heritage Interpretation Strategy. This will guide the interpretation and may include proposals for the installation of interpretative devices, including the re-presentation of significant elements of the dismantled demonstration wind turbine. The strategy will be developed within the next two years, once works are completed.

We engaged with local community groups and neighbours to understand how we could best recognise the wind turbine’s historical and cultural significance. This feedback will help inform the interpretation proposals to Heritage Victoria.
