Management transfer for foreshore reserve

4 July 2025

An agreed land transfer has seen Barwon Coast Committee of Management (Barwon Coast) assume responsibility for the Black Rock foreshore Crown land reserve.

Barwon Water has transferred its responsibility of the three-kilometre-long coastal reserve, which runs from Blue Rocks to about halfway along Bancoora Beach.

The land transfer will ensure consistent protection and enhancement of the foreshore, with Barwon Coast overseeing the adjoining coastline.

The reserve is adjacent Barwon Water’s Black Rock precinct, which includes the Water Reclamation Plant and supporting infrastructure.

The transfer has been approved by the Department of Energy, Environment and Climate Action (DEECA), as the Minister for Environment’s delegate.

Both organisations acknowledge the importance of the reserve to Wadawurrung Traditional Owners, with the area containing significant Cultural heritage and environmental values.

Wadawurrung’s Gobata Dja team works alongside Barwon Coast in the region, and its capabilities and care for Country will be utilised in the Black Rock foreshore.
