EPA & Planning Permits Approved; New Biosolids Research Launched

The RRON project has secured both Environment Protection Authority (EPA) approval and a Department of Transport and Planning (DTP) planning permit, completing its key environmental and planning approvals and clearing the way for the next development stages.

In 2024, we submitted a planning permit application through DTP to operate the project at the Black Rock Water Reclamation Plant in Connewarre, along with a Development Licence application to the EPA. Both applications were open for community feedback on the Engage Victoria website from 20 November to 13 December.

Barwon Water is proud to share the update that the DTP granted a planning permit on 18 February and the EPA issued a Development Licence on 25 July 2025.

With these approvals, the RRON project can advance to final business case approval, detailed design, procurement, and construction planning.

Next steps

With the approvals stage now completed, we’ll focus on:

  • Final business case approval
  • Finalising design and engineering details
  • Engaging with communities and stakeholders for ongoing updates
  • Continue to work with our local council and research partners
  • Preparing to start construction in 2027.

The RRON project is now in a strong position to continue working towards its objectives and advancing towards realising significant environmental, economic and community benefits to the region.

In parallel with these developments, the RRON project is also making strides on the research front. We are proud to announce a new collaboration with Deakin and RMIT universities to investigate innovative ways to transform biosolids from wastewater, household food scraps, garden clippings, and industrial waste into biochar—a carbon-rich material with agricultural benefits.

This research initiative forms part of Deakin’s 'REACH' (Recycling and Clean Energy Commercialisation Hub), which unites industry, researchers, and partner institutions to tackle environmental challenges and advance sustainable solutions for our region. Learn more about this initiative here.
