Customers rate our performance scorecard

17 October 2025

We’ve published our latest performance results and are pleased to report we achieved an overall ‘green light’ rating for the seventh year in a row.

The Annual Performance Scorecard 2024–2025, endorsed by our independent Customer Advisory Committee, covers our performance against measures for each of our four outcomes:

  • Safe, secure, sustainable water
  • Innovative, reliable services
  • Healthier environment
  • Trust, value and affordability

For each year of our five-year price submission plan, we report back to customers on how we have performed and highlight achievements and challenges throughout the year.

With customers front of mind, we set ambitious targets for ourselves and in 2024–2025 we met 35 of 42 targets.

Highlights from the year include:

Outcome 1 – Safe, secure, sustainable water

Works began to increase the Melbourne to Geelong pipeline’s annual capacity from 16,000 ML to 22,000 ML. The upgrade is part of our investment in securing our water future and will enable the pipeline to provide more than half of Geelong’s annual supply if needed in future dry periods.

Outcome 2 – Innovative, reliable services

In June 2025, we took delivery of our first hydrogen-powered prime mover as part of a wider plan to cut operational emissions, lower our operational costs, and strengthen our region’s circular economy.

Outcome 3 – Healthier environment

The Porronggitj Karrong project was honoured with a Victorian Water Award. The project led by Wadawurrung Traditional Owners Aboriginal Corporation in partnership with Barwon Water, will rehabilitate the 66-hectare river plain on the banks of the Barwon River, to create “a balanced ecological system incorporating Wadawurrung Cultural values for the whole community to connect, listen and learn from Country”.

Outcome 4 – Trust, value and affordability

Our Community Grants Program continued with the announcement of our 2025 grants recipients. This year, our grants are backing many initiatives focused on environmental restoration, sustainable water use, and social inclusion and wellbeing.

The scorecard is self-assessed against Essential Services Commission (ESC) guidelines. The ESC also monitors customer perceptions of Victorian Water Corporations through quarterly surveys.

We ended the 2024–2025 year (12-month rolling results between August 2024 to June 2025) rated first in the Victorian water sector for all measures: value for money, level of trust, reputation in the community, and overall satisfaction.
