Portarlington Water Reclamation Plant pipeline upgrade – construction works

Over the next year, Barwon Water will be undertaking works at and around the Portarlington Water Reclamation Plant (WRP), including upgrading the outlet pipeline. This is the pipeline that connects to the WRP from St Leonards. The improvements will minimise odour impacts to nearby residents and help cater for peak summer periods and future growth on the Bellarine Peninsula.


The project will be carried out in two stages:

  • Stage 1 – August to November 2024

Pipe works to reinforce the sewage pipeline along Harvey Road between Grassy Point Road and Ibbotson Road.

Working hours will be between Monday to Friday between 7am and 6pm. If Saturday work is required, it will take place between 7am and 1pm.

These works will take place within the road reserve, with altered traffic conditions on Harvey Road, Ibbotson Road, Grassy Point Road and Gamble Way. Detours will be in place - see map below for more details.

  • Stage 2 – Late 2024 - early 2025 (note: further information will be provided closer to these works being undertaken)

Upgrade works including new pumps at the Portarlington Water Reclamation Plant and pipe extension to Harvey Road.


As part of these works, you may notice:

  • some odour and some increased noise, dust and vibrations. We apologise for this inconvenience, and we will aim to minimise impacts to the local community.
  • We will reinstate the area upon completion of works, ensuring everything is left in good condition.
  • There will be no interruptions to water or sewerage services during the work
